Found your post a few minutes ago after running into the same problem.

You'll need to temporarily downgrade linecache to version 0.43 until 0.45 is fixed.

Same issue here. Downgrading linecache from 0.45 to 0.43 fixed my issue.

Ah, and here's the answer to why we were having issues (referenced in the conversation I linked to above):

This problem had caused problems with debug in Netbeans "couldn't connect to server" message as well as general command line debugging. Downgraded to 0.43 and all is better.
