@ShockedCoder PhoenixMiner doesn't do CPU. While I have made a guide for them (see the XMRig file - link at the top of this document), it seems some people don't manage to get it working and I am in the process of trying to fix that issue.

the "-gpow" commands isnt working , i set it to "-gpow 25" , still uses 100% of the gpu , i wrote it the the correct area and double checked

If gpow doesn't quite work, try using:

-mi <n> (with 0<n<14)
-li <n> (with increasing n values meaning less GPU usage)

gpow does work for me... So I do find it weird.

This is what I'm using. With this config I'm getting about 35% usage, intermittent.
