What if my string also has hexadecimal along with decimal values?

  var buf = '';
  for (var i=0; i < str.length; i++) {
    buf += '&#'+ str.charCodeAt(i) + ';';
  }
  return buf;
};

Don't construct an array just to join it with empty string.
