To set minDate, try:

$col["formatoptions"] = array("srcformat"=>'Y-m-d',"newformat"=>'D d.m.y', "opts" => array("changeYear" => true, "dateFormat"=>'D dd.mm.y', "minDate"=>"Tue 2.2.16", "showWeek"=> true));
