Open folders and files with Sublime Text 3 from windows explorer context menu (tested in Windows 7)

open cmd with admin privileges. cmd right click run as administrator

I've found a more complex solution that works also with admin privileges when used with the shift key.
sublimetext3-contextmenu

Works Perfectly.. I think this is a best solution.
