We are deeply, deeply sorry to say that due to licensing constraints, we can no longer allow access to Pandora for listeners located outside of the U.S., Australia and New Zealand. We will continue to work diligently to realize the vision of a truly global Pandora, but for the time being we are required to restrict its use. Pandora almost was closed many years ago due to licensing fees eating their lunch.
Here in the US me, among other die hard fans, campaigned and wrote petitions to keep the music streaming services alive.
Now its owned by Sirius XM, essentially making it a "clear channel" product which is one of the global owners of radio.
So they could give Europe streaming music, but they won't because its expensive and it doesn't play into the brand marketing of clear channel.
No worries though, this where https://focusmusic.fm comes in, it's a "free" music streamer and on github with a responsive developer.
Apps available for smartphones, and free online.
