I am new to all of this, so please forgive if the following comment is wrong (or if it is correct but irrelevant :)):
To be correct syntactically, you must add one last line to the file rc.xml, as follows:

</openbox_config>

It seems likely that the xml parser of openbox doesn't really care about this, given that no one has mentioned this for 9 years :). It's just that since this is an example rc.xml, it might as well be an example of correct xml as well :).
