The previous archives are not available any more as of Aug 1st 2017. You need to get release 7.10, using:
wget http://dl.fedoraproject.org/pub/epel/7/x86_64/e/epel-release-7-10.noarch.rpm

Why not this:

yum -y install epel-release
yum -y install byobu
