修改 实现 Clash for Windows 中的 Parsers 的 prepend-rules append-proxies append-proxy-groups 功能
本脚本用于在原有 Mihomo 配置基础上，动态追加：
- 自定义代理（appendProxies）
- 自定义策略组（appendProxyGroups）
- 自定义规则（prependRules）
