Only first 1000 GitHub users according to the count of followers are taken. This is because of limitations of GitHub search. Sorting algo in pseudocode:

Primeiro va em config/application.rb e procure a linha com:

e mude para

config.i18n.default_locale = 'pt-BR'

baixe o arquivo de tradução em: https://github.com/svenfuchs/rails-i18n/blob/master/rails/locale/pt-BR.yml deixe o nome do arquivo como pt-BR.yml e o coloque em config/locales.
