Following a world war, Philadelphia is a police state occupied by a fascist cyber-government, and a vigilante known only as T (Tom Scott) uses 1337 haxor tactics to fight the oppressors of the world in which he now lives. When T saves a young cat named Sassafras from the secret pet police, he discovers an ally in his fight against Philadelphia's techno-oppressors.
