###AN ORDER ESTABLISHING STANDARDS OF PERFORMANCE FOR A TRANSPARENT AND OPEN MEMPHIS CITY GOVERNMENT
WHEREAS, the people's defense from government corruption is reasonable and timely access to the public's records and direct contact with public officials; and

WHEREAS, the City of Philadelphia is committed to creating a high level of openness and transparency in government; and
WHEREAS, the three principles of transparency, participation, and collaboration form the cornerstone of an open government; and
WHEREAS, the City’s participation as a founding and vital partner in the open data consortium has provided a model for transparency on which the City should continue to build; and

A RESOLUTION SUPPORTING OPEN AND ACCESSIBLE DATA, OPEN STANDARDS, AND OPEN SOURCE SOFTWARE.
WHEREAS, the City of Tulsa is committed to bringing the community into City Hall by engaging citizens and soliciting their ideas, input, and creative energy;
WHEREAS, municipalities throughout the world have an opportunity to dramatically lower their costs by collectively sharing and supporting software they use and create;
WHEREAS, the City of Tulsa is committed to using technology to foster open, transparent, and accessible government;
WHEREAS, by sharing data freely, the City of Tulsa seeks to develop opportunities for economic development, commerce, increased investment, and civic engagement for Citizens of Tulsa;
WHEREAS, the total value of public data is maximized when provided at a minimal cost of distribution;

####BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. In recent years, the idea that certain data should be freely available to everyone to use and republish as they wish, without restrictions from copyright, patents, or other mechanisms of control, has become prevalent. This concept, which is generally referred to as open data, applies to data that is already deemed public and made available electronically, such as on a website; it could include department, agency, and legislative data. Open data is not data that is governed by privacy, security, confidentiality or any protection of the law.
Open data is a top initiative of the chief information officer, as identified in the State of Hawaii Business and Information Technology/Information Resource Management Transformation Plan. The purpose of the initiative is to increase publ

WHEREAS, the State possesses vast amounts of valuable information and reports on all aspects of life in New York State, including health, business, public safety, and labor data as well as information on transportation, parks, and recreation; and
WHEREAS, new information technology has dramatically changed the way people search for and expect to find information, and such technology can aggregate ever larger quantities of data and allow government to provide information to the public with increasing efficiency; and
