Executive Directive No. 3 Issue Date: December 18, 2013

Subject: Open Data

To promote transparency and accountability, the City of Los Angeles (“City”) will make publicly available raw data in easy-to-find and accessible formats. Open Data is raw data generated or collected by government agencies made freely available for use by the public, subject only to valid privacy, confidentiality, security, and other legal restrictions.

Open Data empowers Angelenos to participate in governance with greater understanding and impact. Opening government data to entrepreneurs and businesses promotes innovation by putting that information to work in ways outside the expertise of government institutions and gives companies, individuals, and nonprofit organizations the opportunity to leverage one of government’s greatest assets: public information. By Council Members Brewer, Fidler, Gentile, Gonzalez, James, Lander, Palma, Nelson, Lappin, Dromm, Garodnick, Reyna, Mealy, Vann, Jackson, Levin, Cabrera, Gennaro, Williams, Van Bramer, Rodriguez, Halloran and the Public Advocate (Mr. de Blasio) A Local Law to amend the administrative code of the city of New York, in relation to publishing open data.

#####The Common Council of the City of Madison do hereby ordain as follows:

#####I. Subdivision (c) entitled “Public Records Opt Out Policy and Procedures” of Subsection (6) entitled “Time for Compliance and Procedures” of Section 3.70 entitled “Public Records” of the Madison General Ordinances is created to read as follows:

  • (c) Public Records Opt-Out Policy and Procedures. The City shall develop a procedure whereby individuals may inform the City that their safety may be endangered by the release of any otherwise available public records and whereby such individuals may request that such records be maintained as confidential records. The Office of the City Attorney and IT shall work cooperatively to develop the necessary procedures and policies to facilitate such communications and to respond appropriately to such
