I'm sorry but I don't remember the source of this file.
Please be aware that the data might be outdated. I would recommend using some up-to-date data e.g.:
https://www.suche-postleitzahl.org/downloads

This file is apparently being used by https://www.luca-app.de/#fws_607e904b02edb to display a map. This is the only copy of the file I found online.
