Since kernel version 4.4.0-20, it was enforced that unsigned kernel modules will not be allowed to run with Secure Boot enabled. Because you want to keep Secure Boot, then the next logical step is to sign those modules.
So let's try it.

Outdated note: the process is a lot easier now: after you brew install postgresql you can initialize or stop the daemon with these commands: brew services start postgresql or brew services stop postgresql.

To have launchd start postgresql now and restart at login:
brew services start postgresql
Or, if you don't want/need a background service you can just run:
pg_ctl -D /usr/local/var/postgres start
Typing vagrant from the command line will display a list of all available commands.
Be sure that you are in the same directory as the Vagrantfile when running these commands!
vagrant init -- Initialize Vagrant with a Vagrantfile and ./.vagrant directory, using no specified base image. Before you can do vagrant up, you'll need to specify a base image in the Vagrantfile.vagrant init <boxpath> -- Initialize Vagrant with a specific box. To find a box, go to the public Vagrant box catalog. When you find one you like, just replace it's name with boxpath. For example, vagrant init ubuntu/trusty64.vagrant up -- starts vagrant environment (also provisions only on the FIRST vagrant up)
