Installing as admin is not recommended - keybase programs need to run in the user context.

This top level bundle log is helpful, showing that Keybase programs could not be installed, but the log from that package would tell more about why it failed. Please look in your %temp% directory for a file named similar to Keybase_20160718140622_000_KeybasePrograms.log (yours will be named with a different timestamp) and send that. Thanks for the report.
