Allow/restrict incoming UDP connections to the RTC port in your firewall's rules,
and/or forward that port through any network device between your server and the Internet.
Disable then reenable the plugin, or restart the Mattermost service to get it to pick up new settings.
Lastly, check the port has a listener attached, e.g. ss -plnu
