Solution :

$ mysql_config --cflags

-I/usr/include/mysql

$ mysql_config --libs

-L/usr/lib/x86_64-linux-gnu -lmysqlclient -lpthread -ldl -lssl -lcrypto -lresolv -lm -lrt

Now use above to set

export MYSQLCLIENT_CFLAGS="-I/usr/include/mysql" and export MYSQLCLIENT_LDFLAGS="-L/usr/lib/x86_64-linux-gnu -lmysqlclient -lpthread -ldl -lssl -lcrypto -lresolv -lm -lrt"

then run pip3 install apache-airflow-providers-mysql

and it should succeed !!
