Source was lost to time, but here is what the dev said about the translation feature
"I used Bing Translator API for it, it was free (and still free under some limitations). You can read documentation here: https://docs.microsoft.com/en-us/azure/cognitive-services/translator/reference/v3-0-translate?tabs=curl
As i can remember, i modified src/game/client/components/chat.cpp (god, i still remember source code paths!): on new chat line, create thread that make HTTP request and replaces text (but don't forget about mutex for thread sync!)."

Hello. I am author of those client modifications. Thank you very much for collecting those links - it's so wonderful to remember it and feel nostalgy over so many years. The best years in my life.
