Cheapest possible build in December 2019
You have no excuse to not run a 64-bit PC in 2019 anymore, and you can thank AMD for that. Here's a simple guide:

Each of these builds should be able to run games at 1080p30, with the more costly GPUs even pushing 1080p120.
You might find many of these parts used in your area, which can be cheaper than new. Check ebay, Craigslist and so on.
