Chief Information Officer

As has been seen in the private sector good information technology (IT) is the backbone of any strong organization. The City of [] is committed to bringing that same thinking into local government — where the opportunity for impact is unparalleled: [City] with an operational staff of X, services over Y residents. This means that IT leadership and staff in [] can have an outsized impact in the daily lives of residents.
The Chief Information Officer (CIO) — also known as the Director of IT — is tasked with delivering on that promise: modernizing a legacy IT system and organization into a 21st century operation, capable of delivering high quality digital experiences for residents.
CIO — working in close partnership with departmental leadership — is responsible for the management, oversight and implementation of technology across the city. Further, the CIO participates and contributes to overall city strategy, bringing a current knowledge and future vision of leveraging information and technology in process and operational improvement.
The Chief Information Officer’s role is part manager and part architect, part leader and part do-er, developing a strategy to make the city of []’s IT world-class, while executing it along the way.
Responsibilities
- Manage and modernize a legacy IT system through an understanding of older technologies and approaches to improving them.
- Develop and communicate an IT vision that inspires and motivates existing IT staff, encourages interest in potential new hires, and aligns to city strategy.
- Develop, oversee, and execute a departmental budget, while finding efficiencies to improve performance while managing costs.
- Develop and execute a strategic resource plan that ensures that the right people are in the right roles at the right time and that employees are highly engaged and satisfied, within the context of a local government environment.
- Review and supervise vendor relationships to ensure on-time and high quality delivery.
- Demonstrate the business value of IT to cross-departmental stakeholders and decision-makers.
Skills
- Strong information technology acumen, including full lifecycle knowledge of delivering of critical mission-critical applications.
- Strong understanding of current and emerging technologies and how other public and private organizations are employing them to enable digital government and digital business.
- Effective negotiation skills across internal and external parties, and vendors.
- Excellent analytical, strategic conceptual thinking, strategic planning and execution skills.
- Deep expertise in budget planning and financial management.
