DISCLAIMER: I am not an expert on Minecraft mods. This is just what I’ve put together over a week or two to play with my kids. There are many more mods, many that do the same things, and even several other mod frameworks.
First of all, I recommend using MultiMC: https://multimc.org/
It lets you separate Minecraft installs for various things, supports downloading mod packs from several sources, and is just generally awesome. Make sure to grab the development version as the release version is … missing a lot of features.
Next you need Fabric: https://fabricmc.net/
