Hi,
I understand you are the Councillor for the Eastern suburbs. I live in Miramar and received the following response from the airport in response to an enquiry about the proposed road changes.
I have asked them for evidence to support their claim that "Stewart Duff Dive is not a public road but part of the airport, ".
Media reports have suggested it is unclear who is in control of the road. This feels like an important point that should be clearly explained to the public.
Are you able to look into this issue ?

Thank you for your email regarding the changes we are making to ease congestion outside the airport terminal building. The airport is upgrading the ramp at the front of the terminal to make it quicker and safer to drop off passengers. We are also looking to ease congestion by reducing the high level of non-airport traffic using the airport, to make it easier for passengers to access the terminal. To discourage through traffic, barrier arms are being installed on Stewart Duff Drive, part of which will also be merged with the car park as a slow zone.
We believe once the new system is in place, people will find dropping off passengers at the airport will be easier. We also believe that those concerned about the 5-minute grace period will find that in practice there is plenty of time to drop off passengers without incurring a parking charge. A system will be put in place to ensure people with assisted needs will not be charged if they take longer than 5 minutes.
Stewart Duff Dive is not a public road but part of the airport, which pays for its maintenance and upkeep. Because the airport is on a compact site, it needs to make the best use of the available land and Stewart Duff Drive needs to be used for running an efficient airport. The airport already handles the most passengers per square metre of any airport in Australasia, and passenger numbers are expected to double by 2030. We believe the changes will help us to effectively manage the flow of passengers and vehicles numbers using the airport today and into the future. It seems odd that the legal status of the road should be so unclear. I drove that road on the weekend to go to Lyall bay with my son and did not notice any signs indicating I was driving on a private road.
They also have made claims of around 23,000 cars using the road each day (http://www.stuff.co.nz/business/industries/7175200/Drop-and-dash-at-Wellington-airport) without any evidence to back them up. They also "estimate" 30% of this traffic is not for the airport. So by their own unsubstantiated claims this plan will relocate 6,000 to 7,000 cars a day into the surrounding area. Has their been any investigation in how this will impact the community ? I assume this traffic will go to the round-abouts and then through Rongotai.

It is my understanding that the airport do own the road but am checking if the road was always in their ownership. I suspect it was as I recall a barrier would go down if a plane was crossing into a hangar on the golf club side (when I was young).
However am trying to find some solution to this issue and hopefully the airport will listen.
