cts: add TestLog tags to XML report

- When configured properly, TF can store logs and report the URLs where
they are stored back to the test runner. So capture those URLs and
write them to the XML report for future processing.
- CtsXmlResultReporter implements ILogSaver, which has a testLogSaved callback
that gives the URL of the test log file. The URL to the test log is included
in the test result XML when the test fails and when the feature is enabled.
- Add a new tag <TestLog> to represent selected logs that testLogSaved
tells us about. Put all logic regarding this tag into the TestLog
class. TestLogType is an enum that defines what specific logs we are
interested in and how to identify them by examining the data name
passed by the testLogSaved callback.
- Finally, add a "include-test-log-tags" flag to control whether these
tags are enabled in the XML. This has the possibility of doubling the
size of reports, so we will only enable this feature in the lab
setting.

Work around AP misbehavior on EAPOL-Key descriptor version
It looks like some APs are incorrectly selecting descriptor version 3
(AES-128-CMAC) for EAPOL-Key frames when version 2 (HMAC-SHA1) was
expected to be used. This is likely triggered by an attempt to negotiate
PMF with SHA1-based AKM.
Since AES-128-CMAC is considered stronger than HMAC-SHA1, allow the
incorrect, but stronger, option to be used in these cases to avoid
interoperability issues with deployed APs.
This issue shows up with "WPA: CCMP is used, but EAPOL-Key descriptor
version (3) is not 2" in debug log. With the new workaround, this issue
is ignored and "WPA: Interoperability workaround: allow incorrect
(should have been HMAC-SHA1), but stronger (is AES-128-CMAC), descriptor
version to be used" is written to the log.

Fix null handling in proxies.
ProxyInfo.getPacFileUrl() can not be null. It will be equal to
Uri.EMPTY. Checking for null was causing global proxies to never be
disabled. Or more accurately, global proxies would be disabled, but
would reappear after a reboot.
ProxyInfo.getExclusionListByString() can be null. If no
exclusion list was specified, the proxy settings would not be
successfully saved, they would disappear after reboot.

Setting ADB_ENABLED may result in a SecurityException.
If the restriction UserManager.DISALLOW_DEBUGGING_FEATURES is enforced,
then any attempt to set ADB_ENABLED will result in a SecurityException.
This can result in the device not being able to boot.

Increases the falsing threshold when for the keyguard affordances
The minimum amount has been increased by 20dp and in addition the
Motion is cancelled whenever a POINTER_DOWN occurs, which should

Prevent factory reset for short passwords in CryptKeeper
Since patterns and passwords can't be shorter than 4
elements, we shouldn't count them against attempts to unlock
the device. If we do, we risk resetting the device
due to stray input.
