Unpack it and copy the .inc and .py file into ~/.config/inkscape/extensions/
Type: "sudo chmod 777 ~/.config/inkscape/extensions/textext.inx"
Type: "sudo chmod 777 ~/.config/inkscape/extensions/textext.inc"
