There's been almost 15 years since the dawning of the Empyrean age, for Achura this has been an important 15 years. Probably the most important event since we first met the Caldari three centuries ago. Even though we Achurans are just a few percent of the population of the Caldari State, the number of capsuleers that come from Achura is huge, and their influence on Achuran culture is undeniable.
The economy outside of SuVee on Achura is larger than ever, and the economy outside of the control of the big 8 is larger than ever before. The laws that protect Caldari society as a whole are straining Achura, and threaten to break her apart. We need a system that allows Achura to grow according to its needs, and allows Achuran culture to not only survive, but to thrive.
Right now the Elder Visionaries are barely more than puppets, and they have no political over the large cities and corporations on Achura. We propose that Achurans elect a Chief Executive to lead us, and a legislative council to write our laws. Becuse currently, the policies of the state promotes inefficiency, economic injustice, organized crime, and cultural destruction on Achura. This is not via design, but Achuras special place in Caldari history, this also means she has special requirements.
Currently there are trillions of ISK waiting for investment on Achura, a planet where almost one in 50000 citizens is a capsuleer. This is economic stimulus on the order of the massive [CAESA][http://community.eveonline.com/news/news-channels/eve-online-news/amarr-empress-announces-massive-investment-package-for-caldari-state-2/?_ga=1.138418740.661609998.1414843736] agreement between the Amarr Empire and the Caldari state just in Saisio. But the unfavorable monetary policies in the state means that it is almost impossible to invest in ISK outside of the megacorporations. This means free enterprise is inhibited on Achura, and leads to a massive black market for currency there.
We know that the State policies are not intended to support Guristas and Achuran Yakuza, but that is the end result. There are many similar examples relating to education, housing, taxes, police, and free enterprise.
Our goal is to promote an Achuran Autonomous Region (the AAR) under the Caldari state under the principle of one state, two systems.
- An Achuran Autonomous Region (AAR) shall be established, but the national unity and the territorial integrity of the Caldari State shall be upheld.
- The AAR will be under the direct authority of the Caldari State and the Chief Executive Panel, but will enjoy a high degree of autonomy in all questions except in foreign and defense affairs.
- The Government of the AAR will be composed of local inhabitants. The chief executive will be appointed on the basis of the results of elections.
- The AAR will be vested with executive, legislative and independent judicial power, including that of final adjudication.
- Rights and freedoms, including those of the person, of speech, of the press, of assembly, of association, of travel, of movement, of correspondence, of strike, of choice of occupation, of academic research and of religious belief will be ensured by law in the AAR. Private property, ownership of enterprises, legitimate right of inheritance and foreign investment will be protected by law.
- The AAR will be allowed to issue it's own currency, the Achuran En (円, ACE) freely convertible to ISK. The AAR may authorise designated banks to issue Achuran currency under statutory authority.
