Proposal roughly based on Andrew Norton's online GA proposal, with amendments to function in line with statutes.

Blockers to emailing pp-leaders:

  • Complete a draft RoP
  • Detail requirements of GA team members
  • Draft policy for identity requirements (ie, PGP usage)
  • Reword timeline to be clearer and nicer
  • Prepare email to be signed off by Koen

Proposed Timeline

  • [By Jan 24] GA team formed; policies developed; agreed to at PPI board meeting
  • [Jan 24] GA announced for March 14; call for amendments, motions, etc, and identity of delegates
  • [Feb 14] Statutory acceptance period for SAPs end
  • [Feb 14] GA team makes a determination regarding proposals in conflict
  • [Feb 15] SAPs discussed on talk pages and editable by proposor as necessary on wiki; others may prepare written amendment proposals where an edit is not agreed.
  • [Mar 7] Proposals may no longer be edited by the proposor, but amendment proposals still allowed; PPI board to announce proposals as per statutes.
  • [Mar 13] Last chance for elector registration and proposal amendments
  • [Mar 14] Statutorily required meeting to accept RoP
  • [Mar 14] Ballot template agreed to prior to conclusion of meeting (should be prepared in advance)
  • [Mar 14] 7 day voting period commences
  • [Mar 21] Voting period closes; GA team tallies votes and prepares for publication
  • [Mar 22] Results announced and published

Statute workarounds

  • IX(5): Quorum for the RoP voting meeting and acceptance of the ballot is necessary. The RoP will stipulate that quorum for the voting will be all those registered to vote by the deadline.
  • XX(2): RoP to clarify that SAPs received could be modified up to date of GA meeting. If this is voted down or removed, any modifications will be considered as formal amendment proposals and will be put to a vote.
  • XX(3): RoP to include line saying "carried amendments do not come into force until the completion of the 7 day voting period except where otherwise specified."

The SAPs giving effect to the 7 day voting period and related quorum considerations will be enforced with immediate effect if deemed necessary.

Necessary infra

  • a "pp-delegates" list, which incorporates only those registered delegates for PPI.

Proposed core aspects of Rules of Procedure for the meeting aspect

  • No floor motions will be allowed except for procedural motions
  • Leaking any information or data about the election by the election team will cause the relevant parties to have their voting rights withdrawn. (seems reasonable to me; worth discussing other mechanisms)
