File is mostly as-generated by https://github.com/sparky8512/starlink-grpc-tools. First column has been changed to year-month-day-time that I took the sample. (The tool expects to run at the time the sample is taken, but I extracted all samples and ran the tool later, so I had to correct what it printed there.)
To generate the "count" instead of "cumulative" outage data, divide the number in the column by the number of seconds that column would cover. That is, to learn how many 5-second outages happened, divide the number in the run_seconds_5
column by 5. For the number of 1-minute outages, divide run_minutes_1
by 60. Minute counts may be fractional, because the tool adds the total number of contiguous seconds to the nearest minute bucket.
