According to this site, figure $20 per square foot.

How large should the "Walk Left | Stand Right" sign be? Let's say four feet wide and one foot tall. 4 sq. ft per sign.

$80 per sign, plus mounting brackets, so let's call it an even $100 per sign.

With installation fees, $200.

Number of signs

Per escalator: One at the approach, minimum. Figure one in the middle for longer escalators, which means an average of 1.5 signs per escalator.

How many escalators are there in the Metro system? 613 escalators

613 X 1.5 = 919.5, so let's call it an even 1000 signs

Cost of project

$100 x 1000 = $100,000 for all the signs and all the labor costs.

I'm massively underestimating something here. I suspect I'm underestimating either the cost of labor ($100 per sign to install) or the meta-project costs of administration, requests for proposals, and other such things. Those would probably drive the cost up even higher than the mere hundred thousand dollars of this estimate.
