the suggestions of negotiations (which they did, for many many hours and broke down at some point for whatever reason [we don't know what the demands of the person were] who also threatened to blow up multiple IED's in downtown dallas)

it matters because if you're chief of police that's all the info you have to make a decision
and you have mere hours to make that decision
