I have put it to /usr/share/applications on my debian 10 xfce
Works perfectly. Thank you!

try not use MimeType=x-scheme-handler/tg;, and add x-scheme-handler/tg=tg.desktop in [Default Applications] entry of ~/.config/mimeapps.list or telegram will overwrite it withuserapp-Telegram Desktop-xxxxx.desktop
