  • Council Bluffs voters will need twice the ballot petition signatures under the first proposed map. This is unequal and frustrates their freedom of petition-assembly.

  • LSA is engaging in doublespeak - hand gerrymandering a map in purported neutrality.

The cure is for LSA to show it's work, just like in Jr. High Algebra. A map should be algorithmically generated from census data and political boundary requirements. Only on good cause should LSA make hand edits, and each should be well documented.

  • Ex-parte communication from the AG should be banned

Iowa Code Section 17A.17 bans ex-parte communication from the Attorney General in administrative procedings. The LSA should adopt a similar policy. In flagrant violation of Iowa Code Section 685 Iowa Solicitor General Jeffrey Thompson failed to publicly notify LSA of the $100m qui tam on Apple Inc. for it's $100m bribe fund - inducing the City of Waukee to vote to abate $177m in property tax.

Jeffrey Thompson was a no-show at the rackteering hearing on September 9th. Iowa Department of Revenue was given no notice by his office. Due to Iowa Code 2C, the Legislative Ombudsman has no oversight jurisdiction on the Attorney General. Some oversight needs to be put in place to prevent meddling by the AG.

  • $21k payment to "Beelin" McCormick by Iowa GOP on 23 March 2019 incident to Susan Larson Christensen's brother Jeffrey Larson, forum shopped into the 5th Judical District to quash a subponea on Iowa State Police by Iowa Solicitor General Jeffrey Thompson.

Laura Belin has reported at length on the ISU accounting issues that led to a tardy 2020 CAFR. We need oversight by the Legislature on the Attorney General and Iowa Code 2C as written prevents that oversight.
