We'll group by the region and produce the \"regional population portion.\" In other words, if there were two counties with population 60 and 40, then their regional population portion would be .6 and .4."

"If I were more clever, I might be able to do this in a single run. I didn't, so I re-group, calculate the weighted average of the income in the region by population (regional income). I also create the regional weight, which is just the normalized value of the regional income over the maximum income in the state.\n",

"I then concatenate this as my final result. I'm not very happy with the way the index is shown. I may have this setup wrong."
