Problem:
Peak electricity consumption leads to downtime.
The majority of people don't want such downtime.
Proposed solution:
Switching to compact fluorescent lamp will reduce peak consumption.
Ways to implement solution:
1. The majority of people vote for politicians who could ban producing
and/or selling incandescent lamps.
2. The majority of people switch to compact fluorescent lamp voluntary.

We need the ban, because the minority of people won't switch to CFL voluntary.
-> If only the majority switched to CFLs, it would already reduce "peak consumption"
substantially. This would also make CFLs cheaper (supply/demand curve)
and easier for minority to make the switch.

politicians in to be able to impose the ban.
But what about non-democratic countries?
