Dear Customers,
Thank you for banking with Citibank.
We would like to notify you of changes we have made to our account
policies.
These changes have been made as part of our cooperative effort to
contribute to the Japanese government's policy that aims to eliminate
racketeering in Japan.
In June 2007, the Japanese government implemented, "Basic Principles
to Prevent Damages from Antisocial Forces." All members of the Japan
Bankers Association agreed on the "JBA Agreement for Strengthening
Efforts to Eliminate Racketeering" in July of the same year.
In September 2009, the association announced detailed new policies to
reinforce its efforts based on the previous agreement. Under the newly
implemented policies, we at Citibank Japan have decided to do our part
by strengthening our account regulations.
We hereby inform you that these account policy changes will come into
effect in February 2010.
Please see the reverse for our new account policies.
==Outline of our new account etc. policies==
-Refusal of dealings with criminal elements-
We at Citibank hereby state that we may restrict or terminate our
relations and/or service provisions to a customer if the customer
falls under the category of antisocial forces or is a member of such
organizations.
-Definition of persons or organizations that fall under the category
of criminal elements-
1.When it has become clear that the customer falls into any of the
items below (including the cases where he/she was in the past):
a.Boryokudan (organized crime): Organizations that encourage its
members to engage collectively or habitually in violent, unlawful,
etc., acts.
b.Boryokudan-in (members of organized crime): Members of Boryokudan.
c.Boryokudan jun koseiin (quasi-members of Boryokudan): Parties who
maintain relationships with, cooperate with, or engage in the
maintenance or operation of Boryokudan by providing funds, weapons,
etc., to Boryokudan or members of Boryokudan, but who are not
themselves members.
d.Boryokudan kankei kigyou (organized crime-related companies):
Companies run by members of Boryokudan, quasi-members, or former
members of Boryokudan, that maintain relationship with, cooperate
with, or engage in the maintenance or operation of Boryokudan by
providing funds to Boryokudan or by other means, or those companies
that actively use Boryokudan in doing business, etc., and cooperate
in the maintenance or operation of Boryokudan.
e.Sokaiya (corporate racketeers): Sokaiya, Kaisha goro
(corporate racketeers) and others who may potentially engage in
violent, unlawful, etc., acts in an effort to seek illicit benefits
from civil society and may threaten the safety of civil life.
Shakai undo etc. hyobo goro (those forces claiming to be social
movements): Groups or individuals who disguise themselves as/claim
to be social movements or political activities and may potentially
engage in violent, unlawful, etc., acts to seek illicit benefits
from civil society and may threaten the safety of civil life.
Tokushu chino boryoku shudan etc. (special intellectual violent
organizations): Groups or individuals, except those listed in A to
D above, who use Boryokudan or their relationships with Boryokudan
to engage in violent, unlawful, etc., acts in an effort to seek
illicit benefits from civil society and may threaten the safety of
civil life.
f.Any other person relative to these or equivalent to any of the
previous items.
2.When the customer committed any act that falls into any of the items
below by him/herself or by using a third party.
a.Violent demand
b.Undue demand beyond legal responsibilities
c.Threatening behavior or using violent force regarding transactions
d.Damaging Citibank's credit or obstructing Citibank's business by
spreading false rumors or by the use of fraudulent means or force
e.Any other act equivalent to any of the previous items.
