Context: UPSS IsEntityInBoulderSegments performance optimization analysis
The current IsEntityInBoulderSegments implementation in UPSS suffers from an O(N) inefficiency where N separate hash lookups are required to check segment membership. Boulder V2's batch querying capabilities are now PRODUCTION-READY as of Q2 2026, with hash-based storage + HMGET patterns validated for high-throughput use cases. The primary integration path is via Pedregal Go/Serving V2, targeting GA around June 30, 2026.
