Jameson Lopp message to bitcoindev@googlegroups.com saying that the current testnet3:
  - is running for 13 years and not fulfilling the purpose of distributing coins since the actual reward is 0.014
  - have a bug that regularly reset the dificult to one, hence the high block height
  - is being used by scammers for airdrops, TBTC is being actively bought and sold so testnet coins that shouldnt have value now has
  
  Arguments:
  - the bug is useful for testing halvings
  ` testnet has been reset before, it shouldn't be a big deal to reset it again
  - 13 years without a reset,
