Current status (April 2020): promising

Starting from 5 $/month.

Pro:

• Global free of charge network across datacenters
• Custom operating system by writing an ISO to a secondary disk
• Good support
• Good performances

Cons:

• Floating IPs costs 2.42 $/month
• Private network is 5 $/month
• No floating IPv6

Hetzner

Current status (April 2020): solid solution

Starting from 2.50 €/month (CX11).

Pro:

• Custom operating systems via recovery mode
• Free private networks
• Cheap

Cons:

• 1:1 NAT for IPv4 (no more relevant?)
• 1 €/month for floating IPv4/IPv6
• Only operating in Europe (that could be a good thing for some users)

Scaleway

Current status (July 2020): be careful!

Starting from 4.99 €/month (DEV-1S)

Pros:

• Unlimited data transfer (the network speed is the only limit)

Cons:

• IPv6 address not fixed
• Custom kernel for C1, C2, ARM64 (SELinux cannot be turned on)
• Outdated documentation
• Could have to create a new account if billing details change
• Many instances are not available for long periods of time, while some of them are available only by using API
• Latest network upgrade (06/04/2020) broke IPv6 connectivity on some VPSes (they need to be recreated)
• Bad support: after the IPv6 network distruption of April 2020, a high-priority ticket has been opened (reference #XFFI-8364-RANH); after 40 hours no one was able to identify the problem (I had to figure it out by myself)
• ARM is discontinued
• Recent important price change

Digital Ocean

Current status (April 2020): not tested yet

Starting from 5 $/month.

Pros:

• Custom images
• Free/opensource supporters

Aruba Cloud

Current status (April 2020): basic functionalities; tested over long period of time

Starting from 2.79 €/month.

Cons:

• Bad control panel
• No production-ready support for Terraform

Vultr

Current status (April 2020): more testing required

Starting from 2.50 $/month (IPv6 only, New York and Atlanta DC only).

Pros:

• Custom ISO
• PXE (on IPv4 instances only)

AWS LightSail

Starting from 3.50 $/month (smallest instance, 512 MB of RAM).

Your list is missing quite a few major providers in the "low end" VPS space, such as BuyVM, Ramnode, Virmach, HostHatch, and probably others I'm forgetting

You are totally right. I just added the one I used because they looked more interesting for my needs. I also look lowendtalk forums from time to time.

I will add them to the list, but I think it would be better to have a git repository with some kind of table and stricter criteria (like having their own datacenters and not being a reseller, have some kind of APIs at least and not having to open tickets for getting a new VPS, etc.).

Last night Scaleway announced they are increasing their prices to 5 euro/month for the DEV1-S. I don't know what is happening to the old api or with the old product codes.
(Personally I did not like they started from 2 euro per month in the beginning and now its 5. Mostly sounds like burn money at first to get people to use our platform, and then raise prices 💰 )

And might I suggest another offering?
AWS Lightsail offers VPS for $3.5 per month for the 512mb smallest VPS.

You are right. Is a bit more expensive than others, but I guess some could be interested in that. I will mention that and I hope to have the time to create a real table for that.

It was! I didn't know Hetzner offered such good VPS and with terraform support I will start using them now. 👍
