Would be nice to see an updated version of this for 19.09, seems a lot changed.

I'd refer you to https://github.com/mayflower/nixexprs/tree/master/modules/monitoring, that is what we actively use. This actually generates the scrape config from the other hosts in the nixops network. For information on that, see https://nixos.mayflower.consulting/blog/2018/10/26/nixops-machine-configs/
