Site soil sensor histories

Note that I am using the period data for CS616 output (in uSeconds) at sites where this is available.

* 23 SWC (`cs616_wcr(x)` and 23 Tsoil (`soil_water_T(x)`) headers.
* `soil_water_T(x)` fields seem to be some kind of artifact - the values are scaled right, but they seem to be logging wrong (usually they are all the same).
