Cobalt2 Theme for Windows Terminal

A port of Wes Bos's updated Cobalt2 colour scheme for iTerm2 (wesbos/Cobalt2-iterm@7231dc8).

Paste the colour scheme into the schemes array of your Windows Terminal settings.json file.
