## Summary
This Helium Improvement Proposal (HIP) sets quality of service (QOS) requirements that were noted within this [blog post](https://docs.helium.com/mobile/proof-of-coverage/).

## Proposal Details:
If passed, the implementation of this HIP will reinforce the quality of service metrics previously established and add one (1) new speed test multiplier of 0.75X
***
## Approval Requirements:
This HIP is considered approved if 67% of the voting power is reached.
This HIP must reach the quorum of 100,000,000 veMOBILE to be considered valid.
