C:\WINDOWS\system32>python < <(curl -s https://bootstrap.pypa.io/get-pip.py)
< was unexpected at this time.

But cmd.exe supports piping:

C:\WINDOWS\system32>curl -s https://bootstrap.pypa.io/get-pip.py | python
Collecting pip
...

So use curl -s https://bootstrap.pypa.io/get-pip.py | python. It should also work on linux.

But..Windows doesn't have curl, and it's PowerShell version is quite different..
