I just don't understand why a $100 application doesn't have something as essential as this..

You can use
HKEY_USERS\{the-account-SID}\Software\Classes
instead of
HKEY_CLASSES_ROOT
That way you don't need admin rights.
- create add_ST_to_context_menu.txt file,
- paste the code in it,
- rename to add_ST_to_context_menu.bat
- put this bat file into same folder as sublime_text.exe ,
- then run the bat file as Admin
