Decommission star servers

Needs

  • January Finalize a draft iteration of the rendezvous portocol spec

  • February Implement the rendezvous protocol

    1. implement in go
    2. implement in js

  • March Roll out rendezvous to ipfs

    1. add to go-ipfs
    2. add to js-ipfs

  • April Launch rendezvous servers

    1. Add rendezvous protocol to libp2p daemon
    2. Coordinate with infra to create deployment artifacts (scripts, etc)

  • April Work with predetermined community members/dapps teams to pilot

  • May Create migration path for developers from *-star transports to rendezvous

  • May Announce decommission date of *-star servers and point to the migration paths

    1. Add disclaimer to transport/server readme's
    2. Twitter, reddit, irc, ...?

  • July 1 Shutdown the *-star servers 🎉

Not to spoil the party, but aren't there existing applications relying on these? :)

Ah yes, there's an announcement and migration path, all good!
