NodeJs,

you don't need to convert the digest to hex, since the hmac is set to true

var crypto = require('crypto');

var key = 'the shared secret key here';
var message = 'the message to hash here';

var hash = crypto.createHmac('sha256', key).update(message);

// to lowercase hexits
// hex has been removed, this should give equal result with PHP setting 4th arg to true
hash.digest();

// to base64
hash.digest('base64');
