I saw statsSA host a open data site of sorts, but there's no info about it that I could find, will keep digging

Also, it ain’t a policy as such, but X is helping drive digitalisation of municipal bylaws by local volunteers through the excellent http://openbylaws.org.za/ initiative. You might want to sign-up for some of the cities you mentioned above?

ekhurleni has an open data portal

and WITS has established a tech hub / data science lab

there is also the GCRO http://www.gcro.ac.za/ that releases economic spatial analysis

The Innovation Hub in pretoria works closely with DPSA and Code4SA on open data projects

Cape Town has an open data policy and portal

Durban is currently working on their policy which should be released for public comment this month

this is the wits hub http://openwits.co.za/

I had a chat to one of the guys setting it up, they are apparently very interested in open data/civic tech
