AndroidManifest.xml overrdies for Unreal 4.22 and OculusQuest
  1. Launch your project on the Quest one time first (to generate all of the files).

  2. Place ManifestRequirementsOverride.txt in your project's Build/Android folder.

  3. Launch your application on the Quest.
