Notes

Memory

I would take @tannergooding's opinion over mine in this area. I am not up to date on best price/perfomance ratio for memory, but this is the memory I am currently using in my threadripper build.

Storage

Samsung 970 EVO is about as good as you can do here. The Samsung 970 Pro has better performance under extream scenarios but I do not think it will make a difference for you and you save 100 dollars going with the EVO.

Video Card

NVIDIA NVS 510 can support 4 4k monitors where the Quadro P400 can only support 3, but its 100 dollars cheaper so I think the P400 is the better pick here.

Case + Power Supply

Both this case and power suppy are more expensive than what you need, but they are also parts I anticipate you keeping from PC-to-PC (they normally last people about 10 years). So I think getting a better power supply and an all-metal case is a good investment.
