guilty of an severe enough crime in court will be deported no exceptions. To enforce these things you do need
a police and justice system but it will be kept minimal but obviously with high enforcing power. I.e Highly
trained, monitored and efficient police force and a zero tolerance for disruptive behavior. Governance, who sets
the next set of rules? Mandatory(!) yearly digital ranking vote for which 11 candidates you want representing
you and in what order, voting will be easily available online for 3 months after which if you didn't vote your
family will get deported.
